The Housing Authority of the City of Aiken The Housing Authority of the City of Aiken Aiken, SC Aiken, SC Full-time Full-time $16 - $18 an hour $16 - $18 an hour Position Summary Employee is responsible to the Director of the Housing Choice Voucher (HCV Program) for annual reviews, verifications of applications for admission, re-certifications, interims, move transfers, portability and HQS inspection scheduling for the Housing Choice Voucher Department.
Employee exercises considerable judgment and initiative in carrying out day-to-day responsibilities subject to established procedures, practices and standards.
Duties required considerable knowledge of HUD regulations and SEMAP on resident selection and the ability to maintain clerical records and prepare accurate and concise reports.
Work involves considerable and constant public contact, often under trying conditions.
Work assignments are received orally and in writing and are performed under the supervision of the Director of HCV who periodically reviews work through meetings, reports, and analysis of results obtained.

Supervision Received The HCV Re-Examination Specialist receives direct supervision from the Director of HCV.
Major Duties and
Responsibilities:
Demonstrate knowledge of the process of voucher issuance Demonstrate knowledge of the leasing process Evaluate rent to owners Knowledgeable of the reasons for terminations and the informal hearing process Demonstrate knowledge of portability, the challenges it presents, and the expectations for housing authorities on both ends of the process.
Identify the types of income that must be included in or excluded from annual income Identify assets and calculate income from assets Schedule interviews with clients/residents and landlords Calculate adjusted income by correctly deducting HUD defined allowances and expenses from annual income Recognize the requirements for verification of income, allowances, and expenses Calculate rent using annual and adjusted income Knowledge of the Housing Choice Voucher (HCV) program, Family Self-Sufficient Program, Home Ownership Program and Housing Quality Standards (HQS) and their requirements Scheduling HQS inspections and perform back up inspections when needed Knowledge and understanding of all SEMAP and the legal requirements for compliance with housing standards Responsible for answering all income calls and screen for proper handling Required Knowledge and Abilities:
Conduct interviews, home visits (as directed by Assistant Housing Administrator) and review of applications.
Assist families in the completion of forms and identification of required documentation within the Housing Choice Voucher Department and its waiting list.
Verify information submitted, computes incomes, and deductions by applicants/participants Responsible for moving in new residents, which include lease preparation and signing of the HAP contract Prepare applicant/participant file folders, assimilate and enter data into the computer, perform report preparation, file maintenance and documentation Demonstrate basic Housing Choice Voucher program information Apply HUD requirements regarding Fair Housing to the HCV program Ability to brief and discuss the Waiting List Management as it applies to applicants Demonstrate knowledge of the final eligibility determination stage Perform other related duties as required Knowledge of modern office practices and procedures Ability to understand, interpret and act on policies, regulations and procedures as set forth by the Housing Authority Ability to make routine decisions in accordance with the Administrative Plan, rules, regulations and policies, and to explain selection rules and procedures to prospective tenants in an objective and impartial manner Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of Commissioners or as set forth by HUD regulations.
Ability to prepare and present ideas in a clear and concise manner, both orally and in writing Ability to establish and maintain effective working relationships with co-workers, consultants, tenants, owners, HUD, and local, state, and federal officials.
Ability to communicate with people from a broad range of social economic backgrounds Ability to work in less than ideal conditions, (noise, high traffic areas etc.
) Physical Requirements:
Ability to sit, stand, or walk for extended periods Ability to carry, handle, and move file folders, pens and other common light office materials Ability to read housing publications and related materials Ability to physically operate personal computers, copies, facsimile machines, telephones, and other common office machines and equipment Position may be exposed to the following on a regular basis:

Graduation from a standard high school or vocational school including or supplemented by courses in business practices with experience in clerical work, including public contact and in the handling and accounting of money; or any equivalent combination of education, training, and experience to meet the required knowledge and abilities.
Housing Choice Voucher Specialist certification or ability to obtain certification within 12 months.
